Various fixes to the existing routines:

* Export RtlWideStringTokenize()
 * Allow to compare whole strings in RtlWideStringCompare() when no length specified
 * RtlSameMemory() returns boolean now
 * Source bytes can be constant value in RtlCopyMemory()
